Which Black Sea town can we actually live in year-round with two kids?

We are a Dutch family with kids aged 6 and 9, planning to move to the Bulgarian coast next spring. We visited Sunny Beach and Sveti Vlas in August and loved the sea, but a local told us most of the resort towns basically close in winter. That worried me. We need schools, a hospital within reach, and normal life in February, not just July. Which coastal places are real towns rather than resorts, and what should we know about schools there?

That local gave you the single most important piece of advice about the Bulgarian coast: there is a hard line between real cities and resorts. Sunny Beach, Sveti Vlas, Elenite and similar are seasonal machines - from late October to April most restaurants, shops and services shut, buildings empty out, and family life gets thin. Lovely in August, isolating in February with kids. For year-round family life the two serious candidates are Varna and Burgas. Varna is the bigger of the two - a university city of several hundred thousand with proper hospitals, the huge Sea Garden park, sports clubs, and the widest school choice on the coast, including private schools with English-language programs. Burgas is smaller, calmer and very livable - compact center, good state schools, a renovated seafront, its own airport - and many families prefer its scale. Both have normal winter life because their economies do not depend on tourists. A middle path: genuine small towns like Pomorie, Aheloy or Sozopol stay alive year-round with real communities, and Pomorie especially has become popular with foreign families. The trade-off is schooling - realistically your kids go into Bulgarian state school (free, and children of 6 and 9 typically pick up the language impressively fast, though the first six months are hard work), and you travel to Varna or Burgas for specialists and big-city needs. I would shortlist Burgas for ease plus Pomorie for charm, and spend a February week there before committing.
