Bulgarian Citizenship: Naturalization, Descent, and Dual Nationality (2026)

A Bulgarian passport is an EU passport: live and work anywhere in the Union, full Schengen freedom, and one of the world's stronger travel documents. Since 2026 it also means citizenship of a eurozone country. This guide covers the three realistic doors — standard naturalization, marriage, and descent — plus the dual-citizenship rules that decide whether the prize is worth it for Americans and Brits.

Door 1: Standard naturalization
The requirements under the Bulgarian Citizenship Act:
- Age and status: 18+, holding permanent or long-term residence for at least 5 years at the date of application. Add the 5 years it took to earn that status (see the permanent residence guide) and the realistic arc from arrival is about 10 years.
- Clean record: no convictions for intentional crimes of a public nature in Bulgaria, no pending criminal proceedings.
- Income and occupation: evidence you can support yourself — employment, business income, pension. (The 10% flat tax records you have been filing become useful here.)
- Bulgarian language: a certified test administered under the Ministry of Education — a written exam of 20 multiple-choice questions with 12 correct answers to pass, pitched at basic conversational level. Graduates of Bulgarian schools and universities are exempt.
- Release from your current citizenship — unless an exemption applies. This is the clause that changes everything; see below.
Applications go to the Ministry of Justice (Bulgarian Citizenship Directorate), with an interview in Bulgarian, security vetting by the State Agency for National Security, and a final decree signed by the Vice President. Statutory deadlines suggest well under 2 years; in practice budget 18 months to 3 years from filing to oath.
The marriage acceleration
Spouses of Bulgarian citizens may apply after 3 years of permanent/long-term residence, provided the marriage is at least 3 years old and genuine. Combined with the spousal residence track (see family reunification), this is the fastest naturalization arc — and spouses are exempt from the renunciation requirement.
The dual citizenship question — read this before anything else
Bulgaria's default rule for naturalization is that you must be released from your existing citizenship. The exemptions swallow much of the rule:
- EU, EEA, and Swiss citizens — keep their passports. A German or Dutch national naturalizing in Bulgaria stays German or Dutch.
- Spouses of Bulgarian citizens — keep their passports.
- Citizens of countries with reciprocity agreements with Bulgaria.
- Applicants by origin/descent — never required to renounce.
- Refugees and stateless persons — special regimes.
Americans, Brits, Canadians, Australians naturalizing the standard way (no Bulgarian spouse, no descent) fall outside the exemptions: Bulgaria will expect proof you have initiated release from your citizenship. Renouncing US citizenship is expensive and irreversible; renouncing British citizenship is likewise drastic. This is why many long-term US/UK residents of Bulgaria stop at permanent residence, which already delivers most practical benefits — and why the marriage and descent doors matter so much.
Bulgarian citizens by birth or origin, for their part, may hold any number of other citizenships — Bulgaria does not strip its own.
Door 2: Citizenship by origin (descent)
If at least one ancestor up to the third degree — parent, grandparent, or great-grandparent — was Bulgarian, you can apply for citizenship by origin under Art. 15 of the Citizenship Act. The advantages are enormous:
- No residence requirement — you can apply from abroad via a Bulgarian consulate or in Sofia
- No language test, no income proof
- No renunciation of your current citizenship
The work is documentary: birth, marriage, and civil records tracing the chain to the Bulgarian ancestor, obtained from Bulgarian municipal or state archives (or foreign records proving the ancestor's Bulgarian nationality), all apostilled and translated. Diaspora families from the historical Bulgarian communities (including in North Macedonia, Moldova, and Ukraine) use this route heavily.
Statutory processing after the 2021 amendments is about 9 months; realistically 12-24+ months including the interview queue and vetting. For US/UK descendants this is by far the best door: full dual citizenship, no relocation required.
What citizenship adds over permanent residence
- EU-wide right to live and work (permanent residence is Bulgaria-only)
- A passport and consular protection; voting; eligibility for public office
- Immunity from residence-status loss — no absence rules ever again
- Citizenship passes to your children
If you never plan to leave Bulgaria and cannot use an exemption, weigh honestly whether the renunciation price beats simply holding permanent residence.

- State fees: modest (on the order of €50-100 at filing; verify current tariff)

Add document gathering (weeks to months) at the front and the oath and passport issuance (weeks) at the back. Nobody credible promises a Bulgarian passport in under a year on any route.
FAQ
Does time on any residence permit count toward the 5 years?
The 5 years counted for naturalization are years holding permanent or long-term residence — continuous-residence years before that milestone do not count toward this particular clock.
Is the language test hard?
It is basic — A1/A2 territory, 20 multiple-choice questions, 12 to pass — but it is in Cyrillic and cannot be crammed the week before. A year of casual lessons while living in Bulgaria is ample.
Can my children get citizenship with me?
Children under 18 of a naturalizing parent can be included and acquire citizenship without their own tests. Children born in Bulgaria to foreign residents do not get citizenship by birth alone.
I heard about citizenship by investment — is it available?
No. The investor fast-track to citizenship was abolished in March 2022. Investor permanent residence survives in niche form, but there is no legitimate purchased passport in Bulgaria.
What happens after approval?
Citizenship is granted by decree of the Vice President. You take a short oath of loyalty (before the regional governor, or at a consulate if abroad), your records enter the Bulgarian civil register and you receive an EGN if you did not already hold one, and then you apply for the mandatory lichna karta and the optional — but rather central to the whole project — Bulgarian passport. Notify your bank, employer, and the tax agency: your identifier changes in every registry. Two cautions: if your original country restricts dual nationality (Japan, India, China, and others), acquiring Bulgarian citizenship may cost you the original automatically — check both ends. And US citizens remain US taxpayers regardless of any new passport.

Do EU citizens bother with citizenship?
Some do (voting, symbolism, a second EU anchor post-Brexit taught everyone caution); many stay happily on EU permanent residence forever. With no renunciation cost, for EU citizens it is a genuine free option.
